As a result of the global climate change study researched by the United Natations Intergovernment Panel of Climate Change (IPCC), in December of 1997, over 100 countries met in Kyoto Japan to discuss the global greenhouse gases under the United Nations Framework Convention. (UNFC). The Kyoto Protocol was the result of this meeting. It is hte first worldwide attempt to solve the issue of having high greenhouse gas emmissions.

In 1990, the IPCC discovered that the greenhouse effect is being enhance by many human resources such as buring of fossil fuels for electriciy. It has been proven that there has been a significant rise in the amount of greenhouse gasses emmited in the atmosphere since the beginning of the industrial revolution.
