(White House) President George W. Bush The President and his staff agree that in order to increase our general knowledge on this subject, increases in scientific technology must be made. Sustained research will provide "the breakthoughs we need to dramatically reduce our emissions in the longer term." (White House).

Bush's 2005 Plan also proposes approximately $5.8 billion dollars towards climate change programs. These programs include the CCSP, CCTP, Climate Change Research Initiative, Energy Star, Climate Wise, and many others.

The 1997 Protocol was a stepping stone because numerous nations came together and rallied for a stop of global warming. President Clinton and Vice President Al Gore were very influencial in this international affair. However, the United States has not yet ratified this agreement.
