The balloon pushes up through the air as the air pushes the balloon back down. This forces the ballon to go up.
As the table pushes the block upward gravity is pulling the block downward.

Newton's Third Law states that " for every action there is an equal
but opposite reaction." The best way to explain this is through examples. According to Newton, when two objects interact with each other they put a force on each other. When you sit in a chair your bodies weight exerts a force downward on the chair. However, the chair also pushes back upward on you as well. This is why you don't fall through the chair when you sit on it. The two forces in Newton's Third Law are called action and reaction forces. Another example of Newton's Third Law is a car driving down a road.The wheels on a car spin backwards. When the wheels spin backwards they grip the road and they push the road back. "The road reacts and pushes the car forward." This reaction pair makes it possible for a car to move along a road. In simpler terms Newton is saying, any object that has an action has to have a reaction.
